Brigadier General Mumin Abdi Shire is Commissioner of the Puntland Police Force, appointed on October 26, 2022, by President Said Abdullahi Deni. He brings over 25 years of dedicated service in law enforcement and national security, marked by a steadfast commitment to public safety, counterterrorism, and institutional reform.
Brig. Gen. Shire commenced his law enforcement career in 2005. Prior to his current role, he served as the Regional Police Commander for the Nugaal and Mudug regions. During his tenure, he led significant operations against Al-Shabaab militants in Galkayo, contributing to the arrest of key operatives involved in regional attacks.
Since assuming the role of Police Commissioner, Brig. Gen. Shire has prioritized enhancing the welfare of police officers and strengthening collaboration with national and international security agencies. He has been instrumental in initiating reforms aimed at improving the operational efficiency of the Puntland Police Force.
Brig. Gen. Shire has actively engaged with international partners to advance the capabilities of the Puntland Police Force. Notably, he held discussions with representatives from the Swedish government and the United Nations Assistance Mission in Somalia (UNSOM) to focus on developing the Criminal Investigation Department (CID), with an emphasis on countering money laundering and cybercrimes.
He is also a key security leader spearheading Puntland’s operations against ISIS (Daacish), working closely with national and international partners to dismantle extremist networks in the region.
Demonstrating a commitment to justice, Brig. Gen. Shire has addressed challenges within the judicial system that affect law enforcement efficacy. He has highlighted concerns regarding the premature release of convicted individuals, advocating for accountability and reforms to uphold the rule of law in Puntland.
